Yaroslavl Global Policy Forum (GPF) is a permanent international platform for on-going intellectual discussions and practical definition of directions of development of the modern state and its role in ensuring security and stability of the modern world.

The Forum is traditionally held in Yaroslavl (Russia) under the auspices of President of the Russian Federation Dmitry Medvedev.

The International Conference “The Modern State and Global Security” was held under the aegis of the President of the Russian Federation Dmitry Medvedevdederpdedurr.

Attendants of the International Conference discussed questions of new standards of state construction and democracy and also what a modern state should be like, how it should act and progress in order to secure freedoms and well-being of citizens and contribute to global stability.

Over 550 representatives of 18 countries – Austria, Canada, China, France, Germany, Great Britain, Hungary, Iran, Italy, Japan, Denmark, Poland, Russia, Sri-Lanka, Slovakia, Spain, Turkey and the United States gathered in Yaroslavl.

Four theme discussion panels – Sections – worked during the International Conference:
SECTION 1: 'Social Responsibility of a Modern State as a Global Stability Factor

SECTION 2: 'The Modern State: Diversity of Democratic Experience

SECTION 3: 'Interstate Cooperation and Efficiency of Global Institutions

SECTION 4: 'The Modern State against Terrorism, Separatism and Xenophobia

Journalists from 165 media from different countries of the world covered the news from the Conference. Yarslavl Forum is awaited to become an annual international intellectual panel.

2010 - Global Policy Forum 'The Modern State: Standards of Democracy and Criteria of Efficiency'

Yaroslavl, which celebrated its millennium in 2010, brought together influential statesmen and politicians, representatives of business community, including businessmen innovators; leaders of science and education; experts in the field of political science, economics and law from many countries.

Global Policy Forum 'The Modern State: Standards of Democracy and Criteria of Efficiency' was held under patronage of President of the Russian Federation Dmitry Medvedev.

Global Policy Forum continued the discussion started the International Conference 'Modern State and Global Security' about the role and the place of modern states in ensuring safe and sustainable development.
The Global Policy Forum - 2010 worked in four sections:

SECTION 1: 'The State as an Instrument of Technological Modernization;

SECTION 2: 'Standards of Democracy and the Diversity of Democratic Experiences;

SECTION 3: 'New Challenges and the Concept of International Law;

SECTION 4: 'Regional Systems of Global Security.

Global Policy Forum was held during the celebrations of the millennial anniversary of Yaroslavl. Guests and participants of Global Policy Forum took part in the ceremonial and cultural events of the hospitable Russian city, fairly called the Pearl of the Golden Ring of Russia.

Languages of Global Policy Forum were: Russian, English, Chinese, Korean, Italian, German, Portuguese, French and Japanese.

2011 - Global Policy Forum 'The modern state in the age of social diversity'

The 2011 Global Policy Forum, which will be held in September, is devoted to the subject 'The modern state in the age of social diversity'.


The Forum will traditionally take place in the Russian city of Yaroslavl under the auspices of President of the Russian Federation Mr. Dmitry A. Medvedev.

In 2011 the Yaroslavl Forum will focus on the issue of efficient performance of modern democratic states in the age of social diversity.

The panelists are aimed to try in Yaroslavl to dwell on the issues that jointly outline the ways of solving the problems that modern states are facing today.

Global Policy Forum serves as a platform for representatives of various countries to jointly generate criteria of modern efficient democratic statehood. These are such standards, which are jointly determined and accepted by all, that work for the purpose of building a fair, balanced, sustainable world order that would ensure decent existence of mankind.



The Global Policy Forum - 2011 will work in three sections:
Section 1. 'Democratic institutions in multiethnic societies'

The section is devoted to analyzing the experience of designing and building democratic institutions in multiethnic societies of the modern world. Russia has historically been composed of numerous ethnic communities, civilizations, cultural and religious groups. Russia's experience in building democracy is to be discussed in the context of other plural societies, including, among others, India, the United States, Brazil, and the European Union. Is cultural and ethnic homogeneity essential for effective democracy? How are policies of diversity combined with democratic standards in countries populated by numerous ethnic groups? How can full representation of small and big ethnic groups be guaranteed in the government of democratic nations? What can ensure sustainable development of modern states in the era when doubts about multiculturalism are growing stronger and stronger? One of the topics to be discussed at the section is the efficiency of democratic institutions and practices against challenges of illegal migration, ethnic apartness, separatism, and fundamentalism.

Section 2. 'The rich and the poor: where is justice?'

Section participants will make an attempt to elaborate practical recommendations for modern states, including strategies of economic development, conflicts and crises management - all these are processes directly influencing the formation of national and global political and economic cultures. The goals of the discussion are identification and improvement of key mechanisms for reducing inequalities both inside countries and on the global scale.

Section 3. 'Global security and local conflicts'

The potential emergence of new local conflicts remains high and one of the global security and international agenda priorities is to prevent such conflicts in due time. The settlement of 'frozen conflicts' with far-reaching dangerous consequences is also of great interest.

The objectives in this case are: the search of consensus policy solutions for governments in this sphere, development of existing mechanisms and creation of new institutions, as and when necessary; the elaboration of efficient ways of cooperation between governments, global and regional institutions; the formulation and agreement on common conflict resolution principles taking into account the peculiarities of every conflict.

These and other complex questions, put into the forefront by the task of enhancement of global security, require hard work of international experts, new analytical approaches and proposals for governments and international organizations.

In the course of centuries Yaroslavl was playing an important role in formation and development of the Russian statehood. Today the city is a significant cultural centre of Russia. Yaroslavl is a true outdoor museum. In the territory of the city 785 protected monuments are located, out of them 176 of federal and 231 of local significance.

In 2005 the historical centre of Yaroslavl was included in the UNESCO
