 as the deputy Prime Minister mainly coordinating issues of the energy industry. In 2001, he was appointed head of the committee on termination and privatization of a large state company Azneftekhimmash On February 13, 2003 he was appointed the First Deputy Prime Minister of Azerbaijan.

Eyyubov has chaired the Interdepartmental Committee for Protection of State Secrets under the President of Azerbaijan (established on January 17, 1997); Committee for Cooperation with NATO under the President of Azerbaijan (established on November 14, 1997) and co-chairs the following commissions under the Ministry of Economic Development:
