Prior to the 16th Air Force he served as the deputy chief of staff at the U.S. Air Force Headquarters. Harpe also served as the director of personnel programs for the Office of the Deputy Chief of Staff. He also served as Commander of the U.S. Air Force Recruiting Service.

On December 5, 1988 Harpe died in a training accident. Harpe was flying a F-16 jet fighter and crashed near Torrejon Air Force Base outside Madrid, Spain.
