In 1985, The White House, a tiny women's boutique exclusively offering white and ivory apparel and accessories opened its doors in Baltimore, Maryland. Continuing its monochromatic theme, the same owners opened Black Market in 1995. The concepts were combined in 1997, creating White House | Black Market stores.

In September 2003, White House | Black Market became a subsidiary of Chico's FAS, Inc.

The brands significant focus is on creating a comfortable, inviting and hospitable atmosphere for customers. Seating is available in store with water available. During special events food and refreshments, and catering are occasionally offered. Customers who are members of WHBM's loyalty program "Black Book" are entitled to 5% off upon achieving permanent member status. Other perks include catalogues, double discount days, and "Girls Night Out" where the store will close for a private party, provide refreshments and personal shoppers.
