He was first elected to the post in 1998,after P.K.Vasudevan Nair . Then he was re-elected to the post for 3 continuous terms.
He is well known for his forthright views and widely considered as the strongest state secretary of C.P.I. after the split in the party. Veliyam Bhargavan was member of the first Kerala Legislature Assembly in 1957 representing Chadayamangalam constituency. He was part of Ginger group, a vocal group of young CPI MLAs including Thoppil Bhasi and E.Chandrasekharan Nair. He was reelected to Kerala Legislature Assembly from the same constituency in 1960. He didn't contest any elections after this and was involved in party organisation works. He worked earlier as the Assistant Secretary of Kerala State Committee of C.P.I. It is quite ironical that even though he is a votary of unification of Communist parties, many a times he had verbal fights with C.P.M. even while working as part of same coalition.

District. He was a scholar in Sanskrit and spent his youth in spiritual way through pilgrimages. But the revolutionary atmosphere of India, forced him to join the communist movement and he became a CPI member. He was member of the first state committee of CPI in Kerala and participated in lot of struggles & movements by the party. He has participated in the famous Transport strike and suffered severe police brutalities. He has been imprisoned many times. When CPI divided, he stayed with the official fraction along with most leaders of the then undivided party.
He is known as a strong communist leader who never compromised on ideologies. His strong stand was the main reason behind the LDF's decision to not include DIC and later P.D.P. into LDF in Kerala.
