Career

Talibov graduated from the History Department at the Nakhchivan State Pedagogical Institute, and the Department of Law at the Baku State University; PhD in Economics; associate professor; foreign languages: Russian.

Since 1981 he worked as secondary school teacher in the village of Damirchi in Sharur district; since 1982 he was personnel instructor, Manager of special department at the Nakhchivan knitting factory.

 returned from Moscow to Nakhchivan where he became head of the exclave (1991-1993) Talibov was one of his closest supporters. Since 1991 he was his "right hand" as senior assistant to him as Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic. When Heydar Aliyev changed to Baku and became President of Azerbaijan, Talibov remained his loysl representative and ally in Nakhchivan.

In 1994 Talibov became first Deputy Prime Minister, 1995 Chairman of the Supreme Assembly of the Nakhchivan Autonomous Republic.

Talibov was one of the founders of the New Azerbaijan Party

, he became Member of its Political Council and Governing Board.

He was elected to the first and second Milli Mejlis terms of the Republic of Azerbaijan. On November 06, 2005 he was re-elected as Member of Parliament from Sharur-Sadarak Constituency No 1. He is head of the Azerbaijan-Iran working group on interparliamentary relations; member of the Azerbaijan-USA and Azerbaijan-France working groups on interparliamentary relations.

Controversial Rule

While Talibov did much to develop economy and culture in Nakhchivan his rule is very controversial.Talibov is also known for his authoritarian rule in the region, being compared by Nakhchivan's residents to the former dictator of Turkmenistan

. He intimidates all opposition and seizes "any private property he takes a liking to," while also arresting "whoever he wants."
His administration is also corrupt, with aid sent to Nakhchivan from foreign countries ending up in the hands of Talibov's relatives and close associates.
