unable to run again due to term limits, Balderson and Dr. Patrick Johnston sought for the 94th House District's Republican nomination in 2008. He won the nomination with 67.63% of the vote. In the general election, Balderson faced Democrat Jennifer Stewart, who Democrats hoped could build on solid party showings from the previous election cycle. Balderson won a first term over Stewart with 54.01% of the vote.
In 2010, Balderson won a second term unopposed in the general election.

He also serves on the Guernsey County
Transportation Improvement District, and the Council on Unreclaimed Strip Mined Lands.
