Many aspects need to be taken into account before a sensory panel is formed. The tests that one uses to screen people for a panel should be related to the product itself. Varying a parameter independently and keeping the other parameters constant can help you judge the sensory analysis capabilities of an individual and hence the candidates should be rated on the basis of their judgment.

The candidate should be representative of the population of the target market of the product.
Respondents should also not be allergic to the product.

A history form should be filled by every panelists as it helps knowing the analysts better.
