Packard was born in London
, England
, the son of Charles and Maude Packard. He was educated at Peter Symonds Private School in Winchester
before becoming a clerk at Barclays and Lombards Bank. He migrated to Australia in 1967 and became a car dealer.
In 1967 Tony migrated to Australia with Best friend Peter shade.
Tony then in 1986 married Kim McWhinney, a Sydney based model. Shortly after they had a son name Edward and a daughter named Alexandra.
MP Fred Caterson
resigned from parliament, Packard was preselected as the Liberal candidate for the resultant by-election in Caterson's seat of The Hills
. After winning the by-election he was re-elected in the general election the following year with 67% of the vote.
While an MP, Packard was charged over earlier use of a concealed listening device in his car dealership and forced to resign from Parliament in 1993.

Tony Packard was born on the 14th of April 1943 to Timothy Packard and Maude Packard. He attended the Peter Symonds private school Winchester Clerk. After school he worked at Barclays Bank in London.In 1967 Tony migrated to Australia with Best friend Peter shade.
Personal life
After coming to Australia, Tony married Roslyn and had 4 children to her; Timothy, Ross, Penny and Kate. However, Tony and Roslyn's marriage ended.Tony then in 1986 married Kim McWhinney, a Sydney based model. Shortly after they had a son name Edward and a daughter named Alexandra.
