Paramilitary operative David Wolfe (Cuba Gooding, Jr.) stumbles upon an international conspiracy connecting presidential cabinet members to a Middle Eastern terrorist plot. Wanting to expose the truth, Wolfe defies orders to remain of the field, and returns to the US as an army of one fighting for American security and integrity.
The most straight forward explanation is that the global conspiracy is between leaders of countries and factions to spread violence in order to keep people in fear or to keep their leaders in power. In short, the conspiracy here is the United States president is enabling the Ace of Spades (Iraq terrorist) to complete a terrorist mission. This plan falls apart when the hero 1) does not deliver the package and 2) kills the Ace of Spades.

Reception
The film received mostly negative reviews when it was released direct-to-DVD in 2008. "The story is unevenly pieced together through cheap flashbacks, leaving the audience in the dark for nearly two-thirds of the film until, finally, things start to come together, sort of. We see the hero at the end meet the Ace of Spades, to whom his mission actually was to deliver a passport and a mission assignment to Ace of Spades, presumably for a terrorist. He receives a mysterious phone call, to which we are not privy.
