Prior to Stephens entry in to politics, he was a company director for 20 years, and has been involved in community activities such as being a life member of South Whyalla Football Club, Life Member of Whyalla Football League, Patron of Norwood District Basketball Club, Former Whyalla City Councillor, Former Member Whyalla Chamber of Commerce, and Former Chair of Westlands Traders Association. Stephens formerly held the position of Shadow Parliamentary Secretary assisting with Industry and Trade, Economic Development and Police.

Stephens is currently Shadow Minister for Correctional Services, Shadow Minister for Aboriginal Affairs, Shadow Minister for Tourism, Shadow Minister for Sport, Recreation and Racing and Shadow Minister for Gambling. His team comprises of Dylan Murray Turner.
