He was born in Liepāja in the family of serviceman. His father was a building technician, the mother was a housewife, he also has a brother and a sister.
In 1950-1954 Teodors Eniņs studied in 1st Liepāja school and simultaneously in Liepāja Music School in the class of wind instruments. Later, in 1954-1960 he studied in Riga Medical Institute, which he had finished, receiving the doctor diploma.

From 1960 he worked as a surgeon in Liepāja Central Hospital, in 1990-1991 was a chief of traumatology

Political career

In 1988 Teodors Eniņš was one of the organizers of Liepāja branch of Popular Front of Latvia

, he was the co-chief and later (1990–1991) the chief of it. In March 1990 he was elected deputy of Supreme Council of the Republic of Latvia

. He was the deputy chief of Social Security and Health protection commission. On November 19, 1991 he has been appointed by Latvian Republic Minister of Welfare. In this post he worked until August 1993. Later he returned to Liepāja and worked as a doctor in Liepāja Central Hospital. In 1994 Teodors Eniņš was elected as a mayor of Liepāja City Council. In this post he worked until 1997.

For last years of his life he has been living in facilities "Ramati" in Kuldiga district

In 2005 Teodors Eniņš was involved in an automobile accident. On the claims of the police, he was in a condition of alcoholic intoxication with a 1.5 permille
