Gogoi was born on the Rangajan tea estate in the Jorhat district of Assam. He was a student of Jorhat Government Boys School

In 2006 with the Congress party coming to power in Assam for the second consecutive time, Gogoi got another tenure as the Chief Minister.

In 2011, Tarun Gogoi led the Congress Party to victory in Assam for a third consecutive term, making the party win absolute majority after a hiatus of 20 years and totally decimating the AGP-BJP combine.

Mr.Gogoi has brought about immense success in developmental politics, and succeeded in maintaining law and order in Assam with the number of terror strikes dwindling during his rule. He has also succeeded in fastening the peace process with the insurgent groups, especially ULFA which took place in 2011.
