 police deputy during the military dictatorship. He was chief of DOPS, a repression group also known as death squad, and is famous for his cruel torture methods. The law that pardoned the military regime for its crimes against humanity is known as the Amnesty law of 1979.

He was chosen as the deputy of the year two times, in 1974 and 1976, and received an award from the governor Abreu Sodré in 1969.

He was responsible for the assassination of Carlos Marighella

He died in his boat on 1 May, 1979.

He was name of a street in the city of São Carlos until 2009. Due to popular request it was changed to Dom Hélder Pessoa Câmara, a catholic pacifist.
