Submarine Squadron 11 was commissioned July 1, 1986, aboard her flagship, , at Naval Submarine Base Point Loma, San Diego, with Captain W. L. Hicks was in command.

Over the years, Squadron 11 has continued to evolve. Older submarines have transferred, or been decommissioned, henceforth, the squadron has received newer submarines with upgraded sensors and weapons capability. Squadron 11 submarines represent the most advanced submarine technology and are among the most capable and clean attack submarines in the world.

The Squadron’s submarines maintain a very aggressive operational schedule, including but not limited to Carrier and Expeditionary Strike Group Deployments. They also conduct training and services to other ships in the Southern California Operating Areas. They also conduct independent operations, also known as Weekly Ops, to enhance readiness. The Submarines of Submarine Squadron 11 frequently conduct six-month deployments to the Western Pacific in order to have a continued submarine presence in that part of the world. These deployments can be either independent, or with a carrier battle groups. Every so often the submarines of Squadron 11 will conduct maintenance periods known as up-keeps to ensure each submarine is ready for battle, at any given time.
