Smith was first elected to the Vermont House in 2002. He has previously been a member of the House Ways & Means Committee and the Joint Fiscal Committee. On December 6, 2008, House Democrats, who hold a 95–48 majority, nominated Smith to be the next Speaker of the Vermont House. Smith was elected Speaker on January 8, 2009. He was re-elected as Speaker on January 5, 2011.
