Sapporo International Communication Plaza Foundation, abbreviated as SICPF, was established in 1991, founded by Hokkaidō District Transport Bureau and government of Hokkaidō.Under the "3C principle" including "Communication", "Convention", and "Citizen", SICPF has the support and participation of local people and institutions.
