Sanjiv Bhatt was born on 21 December 1963, at Mumbai and did his initial schooling at Hill Grange High School, Mumbai. He completed his schooling from St. Xaviers High School (Loyola Hall) Ahmedabad. He later went to the Indian Institute of Technology, Bombay. Sanjiv Bhatt is a Post Graduate from Indian Institute of Technology, Mumbai. After completing his post graduation he joined Indian Police Service in 1988 and was alloted to the Gujarat cadre. He has been an outstanding athlete and was one of the best officers in the entire batch. Over the last 23 years, he has served in different capacities in various districts, Police Commissionerates and other Police Units.
He was posted as the Deputy Commissioner of Intelligence, State Intelligence Bureau, Gandhinagar, from December 1999 to September 2002. As the Deputy Commissioner of Intelligence with the State Intelligence Bureau, he used to look after all the matters pertaining to the Internal Security of Gujarat; including matters pertaining to the Border Security, Coastal Security and Security of Vital Installations in Gujarat as also matters pertaining to VVIP Security, including the security of the Chief Minister. He was also designated as the Nodal Officer for sharing of intelligence with various Central Agencies and Armed Forces of the Union India. This was the post he was occupying at the time when the 2002 Gujarat riots took place.

about his alleged role in the Gujarat Riots 2002.
According to his affidavit filed in April 2011, Sanjiv Bhatt came across a huge amount of intelligence information pertaining to the events that had transpired prior to, as well as during the Gujarat riots of 2002. He interacted with various high-level functionaries of the State and the Union of India and was therefore, privy to a plethora of information including some very sensitive information pertaining to the various acts of commission and omission attributable to certain high ranking functionaries of the State. Sanjiv Bhatt shared information and documentary evidence with SIT which proposes the real nature of events that led to the incident of burning of the S-6 coach of the Sabarmati Express at Godhra on 27 February 2002 and the larger conspiracy and official orchestration behind the subsequent Gujarat riots of 2002.
Sanjiv Bhatt has also deposed against Narendra Modi and his ministerial colleagues and other officers, with rspect to their roles in the Gujarat Riots of 2002, before the Honourable Justice Nanavati and Justice Mehta Commission of Inquiry.
Bhatt was arrested on September 30, 2011 on allegations of forcing a constable, K D Pant, to file a false affidavit against Narendra Modi. He was subsequently released on bail on October 17, 2011.
His family alleged harassment while he was in jail. His wife Shweta Bhatt wrote two letters to Indian Home Ministry requesting protection to him.
