Ross was elected as a Republican to the Eightieth Congress, holding office from January 3, 1947 to January 3, 1949. He was an unsuccessful candidate for reelection in 1948 to the Eighty-first Congress, and engaged in the manufacture of clothing and athletic equipment. He was an unsuccessful candidate for election in 1950 to the Eighty-second Congress, and was subsequently elected to the Eighty-second Congress in a special election to fill the vacancy caused by the resignation of T. Vincent Quinn
