Early life

. Ocasio joined the bar in 1989, and spent four years as a public defender in criminal cases. He left his job as a public defender to run the Illinois Attorney General’s regional consumer fraud office in Chicago. Eight years later, he would return to the public defender’s office, where he work as a supervisor with 18 other lawyers working beneath him. Ocasio also served as president of the Puerto Rican Bar Association of Illinois.

Herring feared returning to prison after he burglarized Peters' customized red Mustang GT for the stereo in it; the car was kept in a garage across from where Herring lived. Herring had earlier stated he wanted to raid it; he shot them after telling Peters he knew who stole the parts. Peters, who had a gun because he suspected that the burglar would return, had replied it didn't matter: fingerprints had been recovered that would solve the case. When Herring found one of them still moving, he shot them both again in the head, killing them.
