Beijing committee. In December 1990, he became the secretary of CPC committee of Shijingshan District of Beijing, as well as the chairman of district people's congress. He was elevated to a standing committee member of CPC Beijing committee in December 1992, and the secretary of Beijing municipal construction commission in January 1993. In March 1994 he became the director of propaganda department of CPC Beijing committee. In February 1995 he was appointed as the secretary of Beijing political and legislative affairs committee of CPC and the head of Beijing police bureau. He was awarded vice general police commander in 1995. In March 2001, he was promoted to vice secretary of CPC Beijing committee and the secretary of Beijing political and legislative affairs committee. In January 2006, he became vice Party chief of Beijing, secretary of commission for discipline inspection of Beijing and secretary of Beijing political and legislative affairs committee. Since March 2007, he has served as CPC Party chief of CPC Qinghai committee.

Qiang was an alternate member of 16th Central Committee of Communist Party of China, and is a current member of 17th Central Committee.
