 to raise a levy on the newspaper and periodical industries to finance the Council, which had previously been funded directly by newspaper proprietors. Pressbof now funds the Press Complaints Commission

The PCC says that "Its complete independence is at the same time guaranteed by a majority of lay members, and is a further sign of the industry's commitment to effective self-regulation."
