Maley studied law and became a police prosecutor, later lecturing in law part-time at the Northern Territory University. He was elected to parliament in 2001 and served on the CLP front-bench, but he resigned after a dispute with then leader Terry Mills

. In 2005 he was attacked by new party leader Denis Burke for spending too much time on outside work, and he was expelled from the CLP's parliamentary wing. Maley served the rest of his term as an independent and did not contest the 2005 election.
