Route description

Route 425 begins at a four-way intersection with PA 851

 across from Fawn Grove Road. It starts out as Fawn Grove Road, then it turns right approximately 3/4 mile north of its southern terminus to become Woodbine Road, crossing into Fawn Township. At this point, it is completely forested and very windy. It passes the Garvine Mill and runs parallel to Bald Eagle Creek, heading mainly in a Northeast direction. It then makes a hard right turn around the community of Woodbine and turns left onto W. Woodbine Road. From here, it crosses into Lower Chanceford Township.

It then begins to head more in a North-Northwest direction, then makes a 90-degree turn back toward the northeast at the intersection with Frosty Hill Road. The road is much more open and more straight. It then has a wrong-way concurrency with PA 74

 for a few hundred feet near the Airville post office, then turns northeast again onto Furnace road. It begins to become somewhat mountainous as it heads closer to the Susquehanna River

, with many hard turns. It begins to drop much closer to sea level near the community of York Furnace, and has several hard truns, including a hairpin at the intersection of Indian Steps Road. It turns to the north at sea level, then turns more toward the northwest as it crosses into Chanceford Township. Its name changes from Furnace Road to Burkholder Road after its intersection with Gum Tree Road. It continues to head in a northwestly direction as it goes through the community of Lucky, then begins to turn due west as it heads toward New Bridgeville. At the intersection of New Bridgeville Road, Route 425 truns right and becomes New Bridgeville Road, where it bgeins to runs due north. It turns again toward the northwest as crosses into Lower Windsor Township. It then terminates at the intersection of PA 124
