The project site consists of 4717 acres (1,908.9 ha), private land extending the entire length of the valley from west to east and occupying one third of the valley floor. It is currently used for pasture-based livestock grazing on native grassland habitat. The project is expected to cost more than $1 billion.

California utilities are mandated to get 33% of their energy from renewable sources by 2020. A December 2010 deadline looms for qualification for federal stimulus funds in the form of ARRA money. Solargen could qualify to receive $360,000,000 if San Benito officials approve their project by the end of 2010.
