The Office To Monitor and Combat Anti-Semitism is a part of the Bureau of Democracy, Human Rights and Labor Affairs
(DRL) at the United States Department of State
. It is headed by the Special Envoy To Monitor and Combat Anti-Semitism (SEAS). The office "advocates U.S. policy on anti-Semitism
both in the United States and internationally, develops and implements policies and projects to support efforts to combat anti-Semitism."
The Office was created by the Global Anti-Semitism Review Act of 2004
. Gregg Rickman was sworn the first SEAS on May 22, 2006. The office has remained opened since the beginning of the Obama administration. On November 23, 2009 a new special envoy, Hannah Rosenthal
was sworn into office by Obama administration. Rosenthal is former head of the Jewish Council for Public Affairs
