History

 until August 1, 1979, when the road was transferred to New York State as part of a highway maintenance swap between the two levels of government. In the 1980s, Pearl Street was designated NY 283. The designation also continued west into Watertown along locally maintained portions of Pearl and Factory Streets to Mill Street. By 1996, maintenance of Pearl Street within Fort Drum had been turned over to the military reservation while the piece of Pearl between the Fort Drum limits and Felts Mills was redesignated as NY 971V, an unsigned reference route 0.87 miles (1.4 km) in length. The portion of NY 283 within the city of Watertown is maintained by the city.
