Palmer has been a Barnet councillor in Childs Hill from 1986–94, being elected at the seventh attempt, and since 1998. He has been treasurer of the party's London region since 2008, and Chair of Liberal Democrat Friends of Israel
since 1987.
On 19 November 2010, it was announced that Palmer would be created a life peer. He was created Baron Palmer of Childs Hill, of Childs Hill

He is married to Susette and has three children. He is also Jewish.
