in 1998 from the Fresno based 29th district, succeeding Chuck Poochigian, who made a successful run for the California State Senate

Once in the Assembly, Briggs angered conservatives across the country when he not only became one of only four Republican Assembly members to vote in favor of the state budget (which was derided by the most in the GOP), but when his was the deciding vote. As a result, Briggs was a target from the outset when he ran for the congress
in 2002. In the newly created 21st district, Briggs lost the GOP primary to Devin Nunes

Briggs failed again in 2004 when he lost the GOP primary in his old 29th assembly district.
