. He was Council President of Denmark from 28 May 1870 to 14 July 1874 (4 years, 1 month, 16 days) as the leader of the Cabinet of Holstein-Holsteinborg.

Son of Friedrich Adolph Holstein-Holsteinborg and Wilhelmine Juliane comtesse Reventlow, Ludvig married Bodild Joachimime Zahrtmann in 1850 and they had five children. She died in 1876. He married Betzy Laura Rasmussen in 1878, with whom he had one son.
