The United Nations Economic and Social Council
has 54 member states which are elected by the United Nations General Assembly
for overlapping three-year terms. Seats on the Council are based on geographical representation, notably the United Nations Regional Groups, with fourteen seats allocated to African States, eleven to Asian States, six to Eastern European States
, ten to Latin American and Caribbean States, and thirteen to Western European and Other States

Malta took over a seat from Greece on 1 January 2001, Spain from Portugal on 1 January 2002, Turkey from Portugal on 11 November 2003, and Spain from Greece on 1 January 2005. For 2011 Switzerland and Spain appear to have taken over the seats of Liechtenstein and Turkey. From 1 January 2012 Switzerland will take over Norway's seat and the Netherlands the seat of Belgium.
