Biography

In 1989 he graduated from Kuybyshev Aviation Institute, airplane construction faculty; in 1995 — Financial Academy of the Government of the Russian Federation, banking faculty; in 2001 — Saint-Petersburg University of the Ministry of Internal of Russia Affairs, Law School. Doctor of Science and Master of Law.

In July 2006 he received his Ph.D in Economics from the Institute for System Analysis at Russian Academy of Sciences
