The East-West Metro would be the first metro in India that would have an underwater stretch, under river Hoogly. It would also be the second metro line to be built in Kolkata, with the first line (Line 1) commencing operations in October, 1984 and along with its extended stretch being fully operational by October 7, 2010. The project is being executed by Kolkata Metro Railway Corporation Limited, the Managing Director of which is also the Managing Director of West Bengal Industrial Development Corporation (WBIDC). The secretary in the Union urban development ministry is ex-officio chairman. Of the eight directors, four each are from the state and central governments. While the state government and Union Urban Development Ministry is bearing 30 percent and 25 per cent cost, Japan Bank for International Cooperation (JBIC) is providing the rest of the fund.

The East-West Metro was originally slated to be operational by 2012, later pushed back by two years to 2014. Since then, considerable delay has both escalated costs and slowed down work progress, making the 2014 deadline uncertain. The delay has primarily been due to land acquisition, slum relocation and route alignment problems.
