The district is divided into communes:

Kiên Lương, Bình An, Bình Trị, Dương Hoà, Hoà Điền, Kiên Bình, Phú Lợi, Phú Mỹ, Tân Khánh Hoà, Vĩnh Điều, Vĩnh Phú, Hòn Nghệ and Sơn Hải.
