The system is designed for destruction of various surface ships from enemy's landing squadrons, convoys, carrier strike groups, as well as single vessels and land-based radiocontrast targets in conditions of intensive fire and electronic countermeasures. The system uses the P-800 Yakhont (SS-N-26) anti-ship cruise missiles and has a maximum range of 300 km. The missile system is mounted on a mobile vehicle that can deploy the missiles in less than five minutes and can remain on active standby 3–5 days.
On 2 March 2011 it was reported that Russia will deploy the system on the Kuril Islands

Future operators

Syria ordered the system from Russia in 2007. By late 2010 no systems had been delivered.
