Joseph E. Schwartzberg is a University of Minnesota

Schwartzberg was born in Brooklyn, New York in 1928. He has done significant work in seeking solutions to the Kashmir
conflict. He also developed the idea of "weighted voting
" for representation in a United Nations Parliamentary Assembly
. He is best known as the editor and principal author of the Historical Atlas of South Asia
, which won the Watumull Prize of the American Historical Association and a distinguished achievement award from the Association of American Geographers.
