Reynolds was born in Moriah, New York
, and attended the public schools in Sandy Hill, New York (now Hudson Falls
) and Bennington, Vermont. He engaged in civil engineering and graduated from Kinderhook Academy in 1840. He studied law, was admitted to the bar
, and began a law practice in Kinderhook in 1843.
He moved to Albany
in 1851 and continued the practice of law. He was elected as an Anti-Lecompton Democrat to the Thirty-sixth Congress, serving from March 4, 1859 to March 3, 1861. He was not a candidate for renomination in 1860. He resumed the practice of his law and was appointed a judge of the commission of appeals of the State in 1873.
Reynolds died in Kinderhook, aged 56, and is interred in Kinderhook Cemetery.
