. He was assigned to work at CCTV's International News Division, rising to become deputy editor and editor from 1990 to 1996. He introduced new programming, including the division's first live news bulletins. In February 1996 he was appointed deputy director of the News Department, and was permitted to take an MA in Journalism at the University of Wales, Cardiff from September 1996 to September 1997, funded by the British government. He moved to become deputy director of the Foreign Language News Department in 1998, and was promoted to director in May 2000. In this role, he oversaw the launch of CCTV-9
