, which spans the edge of Eastern Orange County and takes in the majority of Western Riverside County. A small business owner, he served 8 years as both the Mayor and a City Councilman in the City of Corona.

Education

Miller graduated from Foothill High School. He received his bachelors degree from Cal State Fullerton in 1985.

Pre-Assembly political career

Miller's service to his community began in 1995 when he was appointed as a Parks Commissioner in the City of Corona. In 2000, he was elected to the Corona City Council, where he kept his goals simple: keep the economy growing, the budget balanced, the community safe, and reduce traffic regionally.

As a member of the Riverside County Transportation Commission, Miller became one of the region's leading experts on transportation issues, and has also served on the Western Riverside Council of Governments since 2001, serving as Chairman from 2005-2007. His dedication to regional transportation issues motivated him to lead a number of Orange County/Riverside County partnerships including the Riverside/Orange Corridor Authority.

Believing that public safety is the first priority of government, Miller became the first statewide co-chair of the Jessica's Law campaign in 2005, helping protect children from sexual predators by ushering in the most sweeping overhaul of the state's penal code in a generation. Jessica's Law Proposition 83 passed 70.5% to 29.5% on the November 7, 2006 ballot.

Miller served as chairman of the Riverside County Republican Party from 2006 to 2008, overseeing one of the most successful election cycles for the Party in recent years.

Assembly career

Miller serves on the Assembly Higher Education Committee as well as the Insurance, Housing and Community Development, and Transportation Committees. In addition, he serves as vice-chair of the Environmental Safety and Toxic Materials Committee. In his previous term, Miller sat on the Appropriations, Transportation, Education, and Environmental Safety and Toxic Materials Committees while also serving as the caucus' Elections Chair.

AB 2098 – 91 Expansion & Job Creation Bill

As a resident of Riverside County, Miller has spent countless hours in traffic traveling to and from Orange County. That is why he authored AB 2098, the State Highway Route 91 Corridor Improvement Project. Miller’s goals were to minimize the amount of time a person spends in traffic each day on Highway 91, as well as bring good-paying jobs back to both Orange and Riverside counties. AB 2098 did just that, and more.

AB 2098 will build six lanes along a 14 mile stretch of the State Route 91 Freeway, as well as six lanes along a 6 mile stretch on Interstate 15. These additional lanes will save drivers an average of 30 minutes each way.

In addition to the time drivers will save on SR 91, AB 2098 will create over 18,000 jobs in an area that has been devastated by the down economy. Riverside County has been staggered by a 15.3% unemployment rate. AB 2098 is expected to help curtail the rising unemployment rate.

AB 2098 utilizes a method of construction referred to as "design build". This innovative method is designed to maximize efficiency and time, while avoiding the bureaucratic entanglement projects like these usually succumb to. The "design build" method allows both the design and construction phases to overlap through a public private partnership, thus expediting the process and ensuring efficiency.

AB 2098 and its "design build" method could serve as the model for all future road construction projects in California. The California Transportation Commission saw the benefits of the innovative design build method, and decided to unanimously endorse AB 2098. In addition to the California Transportation Commission, AB 2098 garnered 54 bipartisan co-authors in both the State Assembly and the State Senate. Governor Arnold Schwarzenegger

Miller's countless hours of hard work and dedication to providing relief for both Orange and Riverside county drivers earned him the award of Legislator of the Year from the Southern California Contractor's Association, as well as recognition from the Orange County Business Council.
