Mayo was elected to the Monroe City Council from District 5 in a special election in 1995. He won full terms on the council in 1996 and 2000. Named interim mayor in June 2001, Mayo won a special election in for mayor in October 2001. He was reelected to full four-year terms on April 17, 2004, and February 9, 2008. In the latter campaign, he retained the Republican

to manage the campaign. Mayo told a friend that hiring Fletcher made the difference between victory and defeat.
