Dr. Mutende comes from a family of distinguished technocrats and politicians. His father Michael Mutende was the first Ugandan Town Clerk of Mbale Municipality from 1964-74. His uncle the late James Francis Wapakhabulo was himself cabinet minister at the time of his death in 2004. His cousin Bernard Wandera is current Director of the East African Civil Aviation Academy in Soroti, and of course his wife Lydia Wanyoto is a memeber of the East African Legislative Assembly.
