NREAP - Italy National Renewable Energy Action Plan
All Member States of the European Union made National Renewable Energy Action Plans (NREAP) in 2010. NREAPs include detailed description of how each Member State expects to reach its legally binding 2020 target for the share of renewable energy in their final energy consumption that is required by Article 4 of the renewable energy Directive (2009/28/EC). In these plans Member States set out the sectoral targets, the technology mix they expect to use, the trajectory they will follow and the measures and reforms they will undertake to overcome the barriers to developing renewable energy.

Main targets in Italy

Italian national target for the share of renewable sources in gross final consumption of energy in 2020 is 17 %. The expected total energy consumption in 2020 is 133,042 ktoe. The amount of energy from renewable sources in target year 2020 should be 22,617 ktoe. National Renewable Energy Action Plan (NREAP) sets a target of the share of renewable energies to be 26,39 % in electricity sector, 17,09 % in heating/cooling sector and 10,14 % in transport sector by 2020.

Main incentives and laws in Italy

Italy is about to reduce the incentives for renewable energies (wind and solar). Authorization procedures will also be streamlined in Italy: this represents an important step in the development of renewable energy sources in Italy.

Solar energy

Installed capacity of solar electricity is estimated to increase from 2 505 MW (2010) to 8 600 MW (2020)

Feed-In Tariff for photovoltaic is 0,251 – 0,402 €/kWh

Solar thermal: the electricity produced by the solar part only of solar thermal plants is eligible for an incentive tariff for the integration portion (share of net production not due to the solar source)

All inclusive -tariff: tariffs paid for solar energy fed into the network and the value of the tariffs covers both the incentive and the sale price for the energy fed into the network

Bioenergy

Tax credit for district heating using geothermal or biomass energy

Minimum quota for transport biofuel use

Support for the integration of biogas into the natural gas network (planned)
