The Mexican government’s commitment to the Mexicans who live and work abroad led to the creation of the Institute for Mexicans Abroad (Instituto de los Mexicanos en el Exterior, IME), a decentralized agency of the Foreign Ministry.

The IME carries out the functions of the Presidential Office for Mexican Communities Abroad and the Mexican Communities Abroad Program. It has an Advisory Board made up of 152 members who are representatives of the Mexican, Mexican-American, and Mexican Canadian community in the United States and Canada.

Origins of the Program

Since 1990, the Ministry of Foreign Affairs implemented the Program for Mexican Communities Abroad, which promoted the involvement of these communities to our country and its development in such areas as health, education, sports, culture and community organization.

With the aim of ensuring that migrants receive their response to increasing demand, a decade later, it devised a strategy to create an Office for Mexicans Abroad and Mexican-Americans and finally, the strategy resulted in the installation National Council for Mexican Communities Abroad, the Institute of Mexicans Abroad and the Advisory Council of the Institute of Mexicans Abroad.

Before representatives of the Mexican communities abroad, the National Council was set up for Mexican Communities Abroad, the Institute of Mexicans Abroad (IME) and the Advisory Council of the Institute of Mexicans Abroad, in order to strengthen the institutional capacity of the Mexican government to develop policies of rapprochement with this population.

The purpose of the Institute of Mexicans Abroad (IME) is to promote strategies, integrate programs, gather proposals and recommendations of the communities, their members, their organizations and advisory bodies, aimed at raising the living standards of Mexican communities in the abroad, as well as implement the guidelines issued by the National Council for Mexican Communities Abroad.

Function

The Institute of Mexicans Abroad has the following powers:

I. To promote the appreciation of the migration phenomenon and the dignified treatment for Mexicans living abroad;

II. Encourage the creation of reunion and promote communication with and among the Mexican communities living abroad;

III. Serve as liaison in coordination with representatives of Mexico, with Mexican communities living abroad;

IV. Establish appropriate coordination with governments, institutions and organizations in states and municipalities in terms of prevention, care and support for Mexican communities abroad and other related topics and complementary;

V. Design and promote mechanisms for the implementation of programs and projects specific to the work of the Institute of Mexicans Abroad;

VI. Organize and participate in seminars, conferences, symposia, conferences and public, private and academic in the field of migration and attention to Mexicans abroad;

VII. Collect and systematize the proposals and recommendations aimed at improving the social development of Mexican communities abroad, develop a consultative body consisting of representatives of these communities.

CONSIDERING

That on August 8, 2002, was published in the Official Gazette of the Agreement on the Establishment of the National Council for Mexican Communities Abroad, as a permanent Inter-Ministerial Commission, which aims to develop proposals to assist in the adoption of policies and implementation of government actions aimed at addressing the needs and demands of the Mexican communities living outside the country, at all times, respect the sovereignty and authority of the States where they reside, and

Mexico requires that administrative strategies and modern, efficient and more capable of coordination to meet adequately the demands of the Mexican people and the communities abroad and that the form of administrative decentralization helps to achieve these objectives without any impact on the authorized budget, I wanted to issue the following

DECREE

ARTICLE 1. - create the Institute for Mexicans Abroad, the decentralized nature of the administrative body of the Ministry of Foreign Affairs.

ARTICLE 2. - The purpose of the Institute of Mexicans Abroad will promote strategies to integrate programs, gather proposals and recommendations of the communities, their members, their organizations and advisory bodies, aimed at raising the living standards of Mexican communities in abroad and implement the guidelines issued by the National Council for Mexican Communities Abroad.

ARTICLE 3. - The Institute of Mexicans Abroad will have the following powers:

I. To promote the appreciation of the migration phenomenon and the dignified treatment for Mexicans living abroad;

II. Encourage the creation of reunion and promote communication with and among the Mexican communities living abroad;

III. Serve as liaison in coordination with representatives of Mexico, with Mexican communities living abroad;

IV. Establish appropriate coordination with governments, institutions and organizations in states and municipalities in terms of prevention, care and support for Mexican communities abroad and other related topics and complementary;

V. Design and promote mechanisms for the implementation of programs and projects specific to the work of the Institute of Mexicans Abroad;

VI. Organize and participate in seminars, conferences, symposia, conferences and public, private and academic in the field of migration and attention to Mexicans abroad;

VII. Collect and systematize the proposals and recommendations aimed at improving the social development of Mexican communities abroad, develop a consultative body consisting of representatives of these communities, and

VIII. Perform such other functions as this decree and other laws will give the Institute of Mexicans Abroad, or the Secretariat, and are similar to those identified in the previous sections, as well as those assigned by the Secretary.

ARTICLE 4. - The Director of the Institute shall be appointed by the President upon nomination by the Secretary of Foreign Affairs.

ARTICLE 5. - The Director of the Institute shall:

I. Develop plans and programs of the Institute of Mexicans Abroad

II. Develop draft programs and budgets relating to the Institute of Mexicans Abroad, in accordance with applicable guidelines and

III. Coordinate actions on behalf of Mexican communities abroad, through the diplomatic and consular network of the Government of Mexico,

IV. Coordinate and participate in meetings of the advisory bodies to be formed,

V. Implementing the policies and guidelines established by the President or the Secretary for Foreign Affairs

VI. Participate in committees and councils that form part of the Ministry of Foreign Affairs in the purview of the Institute of Mexicans Abroad;

VII. Coordinate and promote institutional action in areas that promote the strengthening and developing communities overseas in coordination with the agencies of the Federal Executive;

VIII. Promote and participate in coordination with governments, institutions and organizations in states and municipalities and private sector, programs and actions that benefit migrants;

IX. Participate in activities to benefit them in coordination with public and private offices, to support Mexican migrants,

X. Collaborate and participate in various federal government programs for Mexican communities abroad;

XI. Participate in programs and activities of the Federal Government to obtain and provide information on topics of interest about communities abroad;

XII. Formulate and propose policies to the National Council for Mexican Communities Abroad, based on needs, views and concerns expressed by Mexicans living abroad, and

XIII. Perform such other functions as this decree and other laws will give him or the Secretariat, and are similar to those identified in the previous sections and those assigned by the Secretary.

TRANSITION

FIRST ARTICLE. - This Decree shall enter into force the day following its publication in the Official Gazette.

SECOND ARTICLE. - The structure, human resources, financial and material resources of the Directorate General of Mexican Communities Abroad and Link State of the Ministry of Foreign Affairs will become part of the Institute of Mexicans Abroad.

THIRD ARTICLE. - The following cases are pending in the General Directorate for Mexican Communities Abroad and Link State of the Ministry of Foreign Affairs, will be attended by the Institute of Mexicans Abroad.
