He became a standing committee member of CPC Fujian committee and vice governor of Fujian in December 2001. He was elected as vice secretary of CPC Fujian committee and vice governor in December 2003. In December 2004, Huang was appointed as the acting governor of Fujian by the standing committee of 10th Fujian People's Congress, and in January 2005, he was confirmed as governor of Fujian Province.

He is a current member of 17th Central Committee of Communist Party of China.
