began on February 16, 2006 and ended on May 25, 2006. National Pei Men Senior High School football team
of Tainan County
became the first champion of the league.

, Hualien Agriculture, Pingtung, and Taibei though a qualification competition held on December 19 and 20, 2005.
In the qualification competition, the teams are placed in either group A or group B and play every team in their group once. The winner of each group qualifies for the 2006 season of the Highschool Football League while the second-placed team in each group plays the third-placed team in the other group in a playoff to determine the final two teams that qualify for the league.
