Rapota was born in Moscow in 1944. His father was an army officer and his mother an educator. Rapota graduated from Bauman Moscow State Technical University and completed KGB

In 1992–1993, Rapota was head of the Third Geographical Department, and 1993–1998, he was head of the First Chief Directorate. Since 1998 he has worked in different governmental posts.
