Mann was secretary and superintendent of the Art Gallery of New South Wales
and from 1912–1928 its director.
He married Mabel Beatrice Newman, the daughter of John Hubert Newman, a well known photographer of the time, on 3 April 1902 at St. Philip's Church
, Sydney. They had one daughter, Marjorie Victoria Mann.
He was awarded the insignia of Commander of the Civil Division of the Most Excellent Order of the British Empire
in 1930.
