Friedrich von Oer was the son of Klemens Freiherr von Oer (1802-1849) and his second wife Antonia Freiin Droste zu Senden (1819-1889). He grew up and was educated on his parents castle Schloss Egelborg with his half brother, Max Oer (1831-1877), son of Klemens first wife Sophia née Freiin von Fürstenberg
