He was born in York County, New Brunswick
, the son of Stephen P. Burden and Ruth Ann Hagerm, and was educated in Fredericton
and at the University of New Brunswick
. In 1908, he married Jane Burgess Best. Burden was an unsuccessful candidate for a seat in the provincial assembly in 1924, losing to Henry George Thomas Perry
. He defeated Perry in 1928. Burden served in the provincial cabinet as Minster of Lands. He resigned his seat in the assembly on June 27, 1930; his appointment as agent general for British Columbia was announced on January 1, 1931.
