Initially it was planned to be a small scale sixth form with about 400 students, but had exceeded that and currently stands with about 1500. It was initially run by Humberside Education Committee until 1993, when administered by the FEFC

It is specifically for students aged 16–19 who want to study for A-levels from the whole of North East Lincolnshire, however mature students are also welcome to enrol and evening classes are available, some based throughout Grimsby and Cleethorpes. History
It was founded in September 1990 by Humberside County Council and named after two councillors (Jack and Florence Franklin) who had devoted much time to the area. Hull had gained two sixth form colleges the year before. The first Principal was Peter Newcome, who retired in late 2009, to be replaced by current Principal, Trevor Wray.Initially it was planned to be a small scale sixth form with about 400 students, but had exceeded that and currently stands with about 1500. Facilities
The college has an incorporated nursery located on the front of the college for students with children and is also open to the general public. It belongs to the For Under Five's company. Also in the college the Black Box Theatre exists, where students are able to perform during concerts and for the subjects Drama and Performing Arts. The social area in the college is known as 'The Buzz' where cold food and burgers are sold with much seating, and next door 'Frankie's' where hot food is sold. Currently, there isn't enough seating in either 'the Buzz' or 'Frankie's' to accommodate the average number of students whom wish to use the facilities at common time. Because of this many people are forced to go to the sandwich bar, takeaway and Co-op along the road instead. Also within the college is the new art block, equipped for subjects such as Art, Photography, Textiles and Technology. The place for studying was called the Learning Resource Centre (LRC), but has since been renovated and renamed The Learning Centre (TLC), where there is a wide selection of fiction and non fiction books useful for studies and leisure. Free DVD rentals are also available. Within The Learning Centre is Learner Support where disability tests and study help is held.Alumni
